Even as the administration of the Guyana Police Force continues to drag junior ranks over the coals for what has been described as lax behaviour as it relates to prisoners escaping, many are of the opinion that the seniors in the force are to be blamed.
At the beginning of the week two prisoners who were being detained in connection with the Ministry of Health fire somehow manage to escape from the Providence lock-ups. Despite this latest ‘escape’ the Guyana Police Force still sees it fit to transport prisoners the cheapest way thus posing a risk to the ranks transporting them and to the public.
Several junior ranks of the force have complained that on more than one occasion they were told to transport prisoners on public transportation with money out of their pockets. They subsequently reclaim their expenditure from the Force’s Finance Department.
It was also noted by one rank that in other instances money was given to him by a senior officer who was in charge of the station at which he was stationed.
Most recently, a passenger who asked not to be identified for fear of victimization, said on Monday he was traveling from Parika to Georgetown in public transporting when a young police rank boarded the vehicle.
To his surprise, the passenger told this newspaper that the rank then placed a man sporting dreadlocks and carrying a plastic bag with his hands in handcuffs was placed in the vehicle with the other passengers.
The man said that throughout the 45-minute trip the passengers were all very fearful. In the past, persons traveling from riverain communities said this is a norm.
Persons say that from all indications it seems as if the force instead of ensuring proper security for all citizens they are more interested saving money.
When contacted a senior officer in the Force said this practice is not a norm for the Force.
According to the Officer, it is the force’s policy that prisoners be transported via prison vans along with escort vehicles.
The officer added that it is only in extreme circumstances, then authorization might be given for a rank to transport a prisoner in public transportation.
These circumstances the officer said might include having to reach to court for a certain time or having to reach back to Camp Street Prison for a specified time.
In the meantime the officer has promised that these instances will be investigated since it is not safe for the rank escorting the prisoner or the public at large.
