…OP not bound to accept any bid
Office of the President has advertised for bids to supply netbooks under the One Laptop Per Family Project (OLPF), but has stated that is not bound to accept the lowest bid or any of the bids for that matter.
“The Office of the President – One Laptop Per Family Project is not bound to accept any or the lowest bid and reserves the right to reject any and all bids,” the advertisement states.
The advertisement says bidding will be conducted through the international competitive bidding procedures. Those bidding must accompany their bids with a number of other documents. They must submit valid Certificates of Compliances from National Insurance Scheme for bidding companies registered in Guyana. International bidding companies will also have to provide same for their valid authorised representatives registered in Guyana.
Should an international bidding company not have representation in Guyana it will confirm in writing as part of its bid to provide copies of the NIS certificates of its local authorised representative once the representative has been established within 21 days of signing of contract.
The bidders would also have to submit valid Certificates of Compliances from Guyana Revenue Authority for bidding companies registered in Guyana.
International bidding companies will also have to provide same for their valid authorised representatives registered in Guyana. Should an international bidding company not have representation in Guyana it will confirm in writing as part of its bid to provide copies of the GRA certificates of its local authorised representative once the representative has been established within 21 days of signing of contract.
There are also Business Registration (for local and international bidding companies and for agents/representatives of international bidding companies registered in Guyana. Should an international bidding company not have representation in Guyana it will confirm in writing as part of its bid to provide copies of the business registration of its local authorised representative once the representative has been established within 21 days of signing of the contract.
In addition, bidders are asked to submit manufacturer’s authorisation for supply of items with contact information to validate authorisation; bid security; audited financial statement for the past three available years preceding the year of the bid; and product brochures.
Bidders are also required to submit documentary evidence to demonstrate that the company and/or agent has been in business of supplying similar equipment and has an office in Guyana to facilitate technical support, after sales service and warranty enforcement when needed.

Bid documents may also be requested electronically at the email address given above. However, electronic bidding shall not be permitted.
The 2011 National Budget allocated $1.8B for the OLPF Project. The Government Information Agency (GINA) said that the project is spearheaded by Sukhdeo and includes a committee of stakeholders that is responsible for the roll out of the programme. This is the first time such a committee has been mentioned.
Within two years, GINA stated, 90,000 families, particularly poor families are expected to be owners of the netbooks “and with the assistance of professional trainers all are expected to be versed in the use of a computer.”
GINA quoted President Jagdeo, “We are targeting every member of the family from the child to the grandparents, everyone.”
