DEAR EDITOR,
I am sure we are all aware that this is indeed a learning curve for Mr. Adriel Lowe and all citizens of Guyana, including the members of the GYEITI Multi-Stakeholder Group (MSG) and the GYEITI National Secretariat. The Government of Guyana is committed to EITI implementation.
GYEITI takes this opportunity and extend a very warm welcome to Mr. Lowe and the companies he represents, to actively participate in the work of GYEITI as we build a more robust system to improve governance of the oil, gas and mineral resources of Guyana. GYEITI is of the view that Mr. Lowe and his companies can, indeed, make a meaningful contribution and help us achieve the lofty objectives of EITI in Guyana to benefit all our citizens,
In response to a letter authored by Adriel Lowe and published in Kaieteur News on 19th May, 2019, for the benefit of your readers, please note that the GYEITI Report FY2017, which is publicly available online, and on website www.gyeiti.org:
i. Does not mention the name of letter writer, Adriel Lowe
ii. Does not mention any of the two companies; Winslow Higgins Enterprises and Higgins’ Mining Enterprises, mentioned in Mr. Lowe’s letter
iii. The contact information received from official sources does not match that included in the letter. Hence, attempts to deliver correspondence were unsuccessful.
iv. The Report does include Higgins Winslow Theophilus as an individual miner, who made significant material revenue payments in 2017. As a result, the report on page 102 states, “The extractive entities that failed to submit reporting templates were:” and the second column of Table 78 is titled, “Extractive entities that did not submit reporting templates”.
v. The Report does not state that Higgins Winslow Theophilus ‘refused’ to provide data.
The EITI Report is prepared by an ‘Independent Administrator’ not the GYEITI. Data for the preparation of the report is collected from the government agencies and extractive entities. After the MSG determines a materiality threshold, extractive entities that fall within the threshold are identified and are given templates by the Independent Administrator to complete. Using the contact information provided, efforts are made to reach these entities.
In many EITI implementing countries, extractive entities do, unilaterally, submit data and information and participate. The GYEITI encourages all companies and individuals in the extractive sector to become familiar with the EITI processes and support Guyana’s transparency efforts.
GYEITI commends the media for its role in creating greater public awareness and stimulating wider public debate on the governance of the extractive sector
