I was in Parliament on Monday when the Prime Minister was answering opposition questions on monies spent on constitutional reform.
The Prime Minister clearly explained that the reform process was hampered from the delay by a parliamentary committee to completely review a draft law for constitutional reform. This in turn stalls the setting up of a Commission to handle the process of consulting Guyanese on what changes they would like to make to the constitution.
Because of the delay, a sizeable part of the allocation for constitutional reform was not spent. As a result, by the end of the year, the Office of the Prime Minister would return $65 million to the Ministry of Finance.
I was surprised therefore to read the headline story in another section of the media, on Tuesday, December 11, that suggests that no account was given for the $65 million.
I recall hearing the Opposition MPs laughing when the Prime Minister disclosed that the unspent monies would be sent back to the Treasury. Perhaps, in the past, no one gave back!
