Kaieteur News- The Guyana Police Force (GPF) on Friday said it will appeal the recent bail granted to Dennis Persaud, who was charged at the Mahaicony Magistrates’ Court, with inciting persons to commit a terrorist act under the Cyber Crime Act No. 16 of 2018.
Persaud, a 37-year-old businessman, who hails from Cane Grove, East Coast Demerara (ECD) was arrested on Tuesday April 29, 2025 by ranks of the Criminal Investigation Department, Headquarters.
Police said that, “He was formally charged on Friday, 2nd May 2025, with the offence of using a computer system to incite persons to commit a terrorist act, specifically to burn speed cameras, in violation of Section 18(1)(d)(ii) of the Cyber Crime Act.
The accused appeared the same day before Magistrate Allan Wilson, where the charge was read to him. He was not required to enter a plea.
Although the Police prosecutor objected to bail, the Court granted Persaud $150,000 bail.
Taking the gravity of the allegation into consideration, along with the incitement of acts with potentially catastrophic public safety consequences, the Guyana Police Force said it considers the granting of bail to be legally untenable in the circumstances.
Furthermore, “the Guyana Police Force is of the firm view that this decision does not reflect the seriousness of the alleged offence, which involves the incitement of terrorism through digital means and poses a real threat to public order and infrastructure. Additionally, this decision runs counter to recent decisions of every other Magistrate dealing with similar charges.”
The GPF said that it has started taking active steps to appeal the Magistrate’s decision to grant bail in the interest of upholding the rule of law and preserving public confidence in the justice system.
The matter has been adjourned to June 3, 2025 for report and statements.
