Kaieteur News- Amid calls for government to release all the contractual documents of the controversial gas-to-energy project for the public to scrutinise, Vice President, Bharrat Jagdeo said this would only be done when the entire initiative is completed.
The Wales Gas-to-Energy (GTE) project is Guyana’s largest investment to date.
Speaking at his weekly press conference held at Freedom House, Jagdeo said: “The same thing about the Heads of Agreement, the Heads of Agreement will all be available once the project is completed.” He added, “Look at the distortion every day that APNU and the others taking public documents and distorting it, we don’t want to get into that again. That will be done at some point in time.”
Despite the government’s assurances, transparency around the GTE project remains a growing concern. ExxonMobil Guyana Limited (EMGL), operator of the Stabroek Block, completed the pipeline component of the project as of December 2024. However, the agreements between the company and the Government of Guyana (GoG) have yet to be disclosed to the public. Key documents such as the Gas Sales Agreement and the Heads of Agreement remain inaccessible.
In early December, Prime Minister Brigadier (Ret’d) Mark Phillips, for the third time, promised the National Assembly that the agreement with EMGL would be laid before parliament. On that occasion, the prime minister apologised for the delay, assuring that it would be laid as soon as possible.

However, during the press conference, VP Jagdeo revealed that parliament already has access to some project-related information. “Parliament will be given a full package and I think they have supplied some to the parliament already, some of the info,” he noted.
Since 2022, the government has signed a Heads of Agreement with the Stabroek Co-Venturers, outlining the principles and conditions for the commercial and technical arrangements of the project. Despite this, the government has yet to release the full set of agreements to the public.
The pipeline component of the project, constructed by ExxonMobil is estimated to cost about US$1 billion. Although the structure is complete, the contractor has not revealed the final cost of that element.
Despite calls from various sections of society for the agreements between the GoG and the contractor to be made public, the government has not budged in releasing the documents.
