DEAR EDITOR,
Kaieteur News – I write with reference to Kaieteur News’ Article dated March 11, 2021 and captioned, “Custom Officers, major oil importers resisted measures to reduce abuse of tax exemption letters – GRA Boss”.
Paragraph Four noted that “the major oil importers were habitually abusing tax exemption letters”. This admission by the GRA Boss vividly exposes the high level of incompetence from the GRA Boss, the Head of Customs and Trade Administration, the Head of Law Enforcement and Investigation and also the Head of the Tax Exemption Processing Division; or on the flip side this statement is tantamount to the high degree of corruption and collusion that exists between GRA Senior Managers and tax evaders, more specifically large taxpayers. The reason being the man in the street always says that GRA only goes after the small fishes and the big boys and cronies are always left to roam freely. Let it be noted that Lancelot Wills and Patrick Hyman were the Heads of Customs and Trade Administration from 2015 and due to their negligence or collusion the revenue was lost, yet Lancelot Wills is now the Head of the Oil and Gas Department and Patrick Hyman who is 67 years old is advisor to the Head of Customs and Trade Administration, it therefore goes without saying that revenue will continue to be lost.
Where is the Governing Board of the GRA? Are the members of the Governing Board napping? This matter necessitates an urgent forensic investigation/audit by an impartial and independent investigator since large chunks of the State Revenue is continuously slipping through the cracks whilst the masses are deeply focused on Oil Revenue and ExxonMobil.
