I wish someone would explain to me why the introduction of the ASYCUDA system is apparently creating so many problems in Guyana. The system was introduced in St Vincent and the Grenadines way back in 2007, and I did not hear any of the complaints I am hearing in Guyana in 2019.
St Vincent’s Customs & Excise conducted training programmes for importers and customs brokers, then the system was implemented in two tranches: (a) the Manifest and Cargo Management Module in May, and (b) the Declaration Processing Module and other supporting Modules in October. The system has been running since then (i.e., 2007).
ASYCUDA has been operating internationally even longer. Guyana, I think, used to consider itself more advanced than St Vincent. Twelve years ago St Vincent began using the system. And we still cannot introduce it without myriad problems?
I know the head of GRA says the system will make it more difficult to avoid paying or to underpay customs duties. Is that the reason why in this corruption-prone society we are finding “difficulties”?
