….Immigration Department still on the cards
Public Security Minister Khemraj Ramjattan says that the planned ‘civilianization’ of the Guyana Police Force (GPF) has worked well.
In defending the initiative, Ramjattan has promised to provide the National Assembly with a full report on the number of civilians who are now undertaking jobs previously carried out by the police. One such area that the minister said civilians are making a difference in is in the administering of the driver’s licence examination and traffic control.
“The civilianisation process of what I meant when it was talked about had to do with taking civilians to do those jobs like the driver’s licence and so on. That has been done. We are not going to take ranks and then make them civilians to civilianise them. The ranks will continue to be policemen,” Ramjattan explained.
Ramjattan noted that plans to utilise civilians in the Immigration Department have not gone too far.
“We have to train those civilians to know a thing about immigration law like the policemen that know about immigration law already. It is an objective and we are working towards it,” Ramjattan stated.
Ramjattan has previously assessed that the GPF was 2000 short of its maximum strength; hence involving more civilians in routine processes would help focus more ranks on more hardcore policing tasks.
The Force has struggled in recruiting due to low remuneration packages among other factors.
It was civilians who uncovered the massive driver’s licence examination scam involving ranks that was unearthed last April at the Felix Austin Police College. Invigilators overseeing the exams collected 207 test papers at the end of the day, when only 106 individuals sat the test.
In 2016, the police had introduced new measures to tackle corruption in the learner/ driver theory and practical examinations. The Force turned to civilians as Cops and Faith Community Network (CFCN) involved in the examination process for potential drivers.
Before the CFCN got on board, there was a 70 and 80 percent pass rates from the theory examination.
After the CFCN got involved, that pass rate dropped to 45 and 50 percent, which justified the complaints the Force was receiving.
