Auditor General, Deodat Sharma, has found that the officials of Region Ten are in the habit of waiving the nation’s Tender Board procedures to use “selective contractors.” He made this quite clear in his latest report which details the financial transgressions of statutory bodies, ministries, and regions for 2017.
In that document, Sharma said that after the examination of the awards for 14 contracts totalling $18.331M, it was found that these contracts were awarded last year by way of waiver of the Tender Board procedures so that selective contractors could be used.
The Auditor General was also disappointed that the officials of Region Ten had no reasons stated in their minutes to justify this type of award. Sharma was also alarmed to note that there was no Engineer’s Estimate stated in any of the 14 contracts that were awarded to the “selected” contractors.
The Auditor General also found a similar case of this in 2016 where 14 contracts valued at $38.567M were not awarded to the lowest or most competitive bidder by Region Ten officials and no reason was stated in the minutes.
In addition, capital expenditure for nine contracts valued at $20.086M was awarded for the execution of works by way of waiver of Tender Board procedures to use selective contractors.
When asked for a plausible explanation to the aforementioned, the Head of Budget Agency for Region Ten could not provide any, except to say that the Tender Minutes will be reviewed to ensure all details are recorded.
The Audit Office recommended that the Regional Administration ensure all meetings of the Tender Board are properly documented.
