The Region Two Democratic Council is in shock after it was disclosed last Tuesday, that a Councillor representing the APNU/AFC was allegedly assaulted by a Regional Drainage and Irrigation (D&I) Superintendent.
Based on reports filtered to this publication, the RDC councillor, Hardat Narine, better known as Sham, was punched in the face by a D&I superintendent, Sarwan Kumar. Kaieteur News understands that minutes prior to the incident, the councillor along with the D&I superintendent and a regional team, were performing official duties; visiting proposed project sites for budget 2019.
According to the councillor, while in the small farming community of Hampton Court, they came across a proposed site for two culverts, which were located in a private estate. He said that he then objected to the proposal, since the culverts will be placed on a privately owned estate.
The councillor noted, however, that his objection to the proposal was opposed the Regional Superintendent whose words were, “O God, O Lord, them people in position don’t know nothing.” The councillor claims that when he questioned the Superintendent’s rude behaviour, he allegedly punched him in the face in a fit of anger.
A councillor who was on scene added, “There were some back and forth on the proposal and some high talk went on. Sham [the councillor] left the scene, moving about four to five rods away, and he used some indecent language.
He wasn’t near to the superintendent or anyone at that time but he used some indecent language. Sarwan then said, “cuss me *&@^ again…; cuss me *&@^ again…” And Sarwan walked up to him and slapped him up.”
The councillor immediately left the scene, reported the matter to the Anna Regina Police Station and was later examined by a doctor at the Suddie Public Hospital. Kaieteur News understands that the issue is in the hands of the police, and a hearing on the matter is scheduled for July 31, in the Anna Regina Magistrate’s Court house.
Commenting on the issue yesterday, Regional Executive Officer, Rupert Hopkinson, said that he spoke with the councillor, the Regional Engineer and the accused superintendent. He said, however, that what he has heard so far are conflicting reports.
The REO further stated that the Region will not condone the disrespect of any councillor and the matter will be investigated.
He added, “If the allegations are found to be true, the worker will be disciplined because this was in the course of the councillor performing his duty and we take the matter seriously.”
