DEAR EDITOR,
When it was announced that ExxonMobil had discovered oil in Guyana, we were told that Guyana had retained and was getting advice from some of the best consultants in the business. In fact, Minister Trotman regularly touted this and was seen around town in the company of several of these advisors.
Over the last two years, thousands of US dollars were paid to these consultants, but still it seems like we are no further ahead in terms of being prepared to manage an Oil and Gas Industry.
Here is brief synopsis of where we are: The Production Sharing Agreement continues to be controversial, and has led to more questions than answers; to date there is no Local Content legislation; there is no established framework for a Sovereign Wealth Fund (SWF) and the much anticipated Petroleum Commission is yet to be set up.
Now we are witnessing the second installment of advisors led by Sir Paul Collier. One is tempted to ask what these well-paid consultants were doing for the last two years.
As Commander in Chief, President Granger should demand an answer to this question from his subject minister. Can Minister Trotman explain to the Guyanese people exactly what his Ministry received from the first group of advisors in exchange for the dollars spent?
