Dear Editor,
In a feature article by columnist Sir Ronald Sanders which appeared in KN on Oct. 8, he stated that the Caribbean has suffered extensive damages from recent hurricanes and will continue to experience much of the same unless building codes are upgraded to withstand Category 5 hurricanes with specification enforcement accordingly.
Therefore Caribbean Governments should implement laws to encompass these requirements in their future building structures, failing which they will suffer from much of the same for years to come.
Building structures to withstand hurricane forces are costly and unfortunately Sir Sanders who is familiar with the Caribbean, its peoples, and their economies made no mention in his missive as to where funding will come from to rebuild the damaged properties particularly for the people of Barbuda.
Most of the people on this island were employed in the hotel industry which was severely damaged and it will take years for them to rebuild if they choose to do so and thus provide meaningful employment for the people once again.
Most Governments of the region are heavily indebted and would be unable to obtain substantial external financing to rebuild their damaged infrastructures and houses to satisfy category 5 hurricane building code and thus qualify for expensive insurance premiums to cater for future risks.
Given these constraints, it will be helpful if Sir Sanders, given his extensive knowledge and experience, could offer some insights as to how poor Caribbean peoples who have lost their properties during the recent hurricanes could access quick infusion of cash to rebuild and get their lives together once again, since most of them have no place to go to particularly those from the former British Colonies.
CARICOM, that dysfunctional organization to which many of them belong is unable to provide any significant help financially and otherwise now when it is most needed.
