…as pilot project nears end
The government will be undertaking a continuous Quarterly Labour Force Survey (LFS) starting next month, which will be conducted in all 10 administrative regions.
According to a notice published in yesterday’s newspapers by the Bureau of Statistics, the project is being done in collaboration with the Inter-American Development Bank (IDB) under the Technical Cooperation Project GY-T1118, Design and Execution of a Labour Force Survey.
The statistical bureau will be conducting the survey. The notice said that the population under study for the LFS will include men and women who are 15 years of age and older, living in private households and are part of the economically active population.
Further, the notice informed that the LFS is designed to enable the collection of accurate and updated data on unemployment levels of the economically active population, factors supporting job creation and job description, the composition of the labour force in terms of education, gender and other key demographic characteristics of interest and movement of persons between areas, reasons for movement and types of skills lost.
The Bureau of Statistics said that interviewers are in the field conducting a pilot of the survey. However, when that is completed the first Quarterly Survey will begin in July. The bureau said that persons should expect during this period that interviewers and other field operatives would be visiting households across the country to collect labour force household information.
It has been assured that the information recorded will be treated with the strictest of confidence. The bureau had said that the survey will assist in achieving reliable and timely labour force data in the interest of planning for the development of the country’s labour force.
The need for a survey of this nature has been expressed by Minister of Business Dominic Gaskin on a number of occasions.
During the 2017 Budget debate last December, Gaskin said that for too long Guyana has been labouring in the dark, not knowing its unemployment rate or which demographic group requires greatest attention.
Noting the lack of data in this regard, he said that his government has prioritised the undertaking of a LFS to be launched in the second quarter of this year. At that time, Gaskin said that preparations were underway and personnel were being trained to capture data in the field, some of which would be done electronically for the first time.
He said that more than 80 persons will be trained by the end of this year in the use of handheld devices so that all information previously collected on paper would now be collected electronically.
Further, the Minister said that the datasets to be collected for the survey include size, location, gender and educational profiles, occupational status and industry, age structure and regularity of work.
