The Central Planning and Housing Authority (CH&PA) in its Annual Report for 2015 which was laid in the National Assembly on Thursday has shown that there is a downward trend of the number of applicants being interviewed for house lots.
According to the report, statistics on applications submitted and interviews conducted are used as indicators of need. As such, the report said, “It can be observed that the need for land decreased by 1,689 for the reporting year, when compared to previous year (2014). In recent years, there has been a downward trend of the number of applicants being interviewed for house lots.”
The CH&PA, in 2015, had continued to allocate house lots to applicants who had submitted applications prior to 2013. The report stated that this was based on the regional demand and the availability of house lots within the regions.
“The eligible applicants were offered low, moderate, middle or high income house lots at De Willem, Zeeburg and Stewartville in Region Three; Cummings Lodge and Providence Phase Three in Region Four and Kilcoy Chesney in Region Six.”
Records show that there was a 4,677 shortfall in the number of applications in 2015 and there was a decrease in the number of allocations when compared with 2014. “The year 2015 saw 1,223 qualified applicants who selected and paid for house lots in the new schemes established for that period and in those schemes which had available lots for allocation.”
This was the reality despite the CH&PA having a target of 5,900 for the year. The 1,223 allocations represented 20 percent of the target. According to the report this figure represents the prequalified applicants who selected and paid for house lots.
“Of the total lots allocated, eight percent or 99 house lots were allocated in Region Two, 23.4 percent or 286 allocations were in schemes in Region three. While in Region Four, 61.6 percent or 754 applicants selected house lots, 0.7 percent or nine were allocated in Regions Five, 5.9 percent or 73 lots were allocated in Region six, 0.08 percent or one was allocated in both Region Seven and Region Ten. Hence, during the reporting period no allocation was conducted in Region Nine.”
The decline in need for house lots could have emanated from the major problem which persons found with the Authority, that is, the length of time taken for the processing of applications. This problem prevailed for a number of years. However, the issue is being addressed now with a new programme being employed by the CH&PA to deal with the over 20,000 applications in the system.
Further, the report said that one of the important points to note is that 2,303 pre-qualified applicants were offered house lots. According to the CH&PA, allocation offers are considered as a commitment from the Ministry of Communities for house lots to be allocated to eligible applicants within housing schemes.
Forty-six percent of that total allocation was done at the six One Stop Shop exercises that were held during 2015. Outside of that, the remaining allocations were made at the Head Office of the CH&PA and the Regional Housing Offices.
During that year, the Authority had identified the three aforementioned housing schemes to be developed in order to address the housing needs and or reduce the demand for housing by the population.
