Dear Editor,
It’s about time I pen a letter on the present standstill to which the Regional Chairman and his colleagues are taking umbrage; as if they are on the side of facts. Many consider the “ringing of the first bell to be the bell of truth, but the wise will stay put and listen for the sound of other bells.”
What is happening in Region 5 is not “a now situation.” Let me explain; ever since I was affirmed to the office of Regional councillor (almost two years ago) and Mr. Ramphal to the Office of Chairman, he was placed there because he is nothing more than a political favourite. He lacks complete knowledge of how the Regional government functions and certainly has no interest in coming to grips with such.
He blunders and fumbles at almost everything when the house is in session, however Hon. Carol Smith-Joseph and I would correct the Hon. Ramphal and of course Miss. Joseph guides him since she sits to His immediate left and wants the council to look good as if all members are honourable. (This speaks to our impartial conduct while in the council knowing that we are representatives of the people of Region Five and not party first).
Mr. Ramphal is not in line as a Member of RDC nor as Regional Chairman because he lacks the basic competence as political leader of the region and is unwilling to be taught. As chairman of the RDC and Head of the Region he has shown partiality against the coalition members of the RDC openly and acts as if he was taken into a laboratory and someone had inserted a device to control his anatomy and physiology, which would have resulted in an excellent sitting in the month of April ending in a show.
If one was present there during the first two hours, of the April month sitting, one could have said well done Mr. Chair (except for his usual tendentiousness against APNU+AFC members of the council to which we are accustomed) but, as soon as the control button was pressed Mr. Chairman went into a terrible mood after Hon. Seetaram made his statement about the conduct of local representatives in the Bath/Woodley Park NDC and their efforts to exploit taxpayers by using “public equipment for private gain.”
To substantiate the statement Hon. Seetaram had photos. Even the REO of Region 5 told the Clerk of Council that he visited the location and had cause to instruct the operator to cease all works (for private use) which the Clerk reported to the Chair. Yet, the Chair did not feel that the clerk’s confirmation of Hon. Seetaram statement was not good enough for the House.
Mr. Editor, the Chairman has a responsibility to “seek advice from the clerk and the advice must be recorded in the minutes” according to page 32 of the Orientation Training for Chairpersons, Vice-Chairperson(s) and Councillors of RDC. Page 24 of the said book, points out that “the Chairman must act in a responsible manner at all times, and should not do anything that can bring the House/RDC into disrepute.”
One may ask, where is the author of this letter heading? If the Chairman was qualified, he would have known that one of the rules of the council 16(7) states that “no member shall impute improper motives to any member of the House/Council.” Mr. Ramphal was irresponsible during the April sitting of the council, because he refused the advice of the Clerk, and he even went further to suggest that the Hon. Seetaram and the Hon. Clerk were fabricators.
Here is where he imputed improper motive against two members of the council and would have caused the council to be in disrepute. From day one of 2015 after Mr. Ramphal took office it was clear to all that he had no sense of direction and was placed there to create mischief (stop the business of central government). I believe it is time Mr. Ramphal makes every independent effort to redress the situation he created.
Be it resolved: APNU+AFC are ready to work with whoever is Chairman of Region 5, but we will not be bullied. We are in line and whoever is out of line must come in line. Be it known in local terms: “nah all who complain fus does be rite….” So to those who have become rabid in their expressions to the public in writing every day letters, GET IN LINE!
