Opposition Leader Bharrat Jagdeo said during the 2017 National Budget Debates yesterday that from his Party’s (People’s Progressive Party/Civic) perspective, they made significant progress in moving the nation forward.
He admitted however, that there are “a few that may suggest otherwise”, but that does not set the standard for the behaviour of Government Ministers.
“If the Government thinks that the PPP was flawed; that it did not do well in terms of realising the full growth potential of this country or we did not give people the benefits they should have had, they cannot now set what we did in the past, as the standard for their behaviour. They have to be judged on the basis of what they promised the people of this country.”
Jagdeo charged the Coalition administration to deliver on the many promises that were made during the campaign trail leading up to the May 2015 General Elections.
“Because if they do not fulfil their promises they (Government) will be seen as untrustworthy, and they (electors) will feel they were fooled,”
The Former President stated that the Opposition will support the Government in anything it does, providing that it relates to enhancing growth and looking out for the wellbeing of the populace. He added that it is A Partnership for National Unity + Alliance for Change (APNU+AFC)’s turn to now come under the microscope.
Obsession with foreign studies
“While there are many studies being conducted by foreigners, a responsible Government should look at what is best for the country they govern and the effects it will have on the citizenry.
We can have hundreds of studies; people come all the time… I’ve seen them talk about colonialism and how we must fight colonialism and all of these things. When these studies come to us, the judgment has to be exercised in Cabinet,” Jagdeo said.
“Studies can recommend anything under the sun, because you get some people who do these studies and these sensitivity analyses who are just out of University; wet behind their ears still, and they come and tell a whole country what to do,”
Jagdeo spoke briefly on a study that was supposedly conducted by the Inter-American Development Bank (IDB) which stated that Guyana should not develop a hub here at the airport because it is not viable.
“Sometimes the studies have to be done and parked somewhere. No President should allow any study to come here and tell us what to do as a sovereign country and use that as a justification for passing burden. When they came and they said to me, to achieve revenue neutrality, you are to do 16 percent (Value Added Tax) across the board without any exemptions, I said, not when I’m President.”
The former President concluded on this subject by saying that there is a “slavish mentality” to studies and this should stop.
