St. Cuthbert’s Mission will host the Ninth General Assembly of the Amerindian Peoples Association (APA) from Tuesday May 10 to Thursday May 12.
The general assembly, which is the highest decision-making forum of the APA, will see representatives from all parts of Guyana coming together to provide an organizational mandate. It will provide for collective reflections on the vocation of the organization within the last twenty-five years.
The APA has worked in the past advocating and representing the rights of indigenous peoples.
Further the assembly will provide a platform for discussions on the rights of indigenous peoples lands; resources and territories; the extractive sector and its impacts on social and environmental security; legislative and policy reform with specific reference to the Amerindian Act; indigenous representation and social issues, especially as it relates to access to justice for indigenous peoples.
Earlier this year, Indigenous Peoples’ Affairs Minister Sydney Allicock had announced that he will be moving a motion to have the 2006 Amerindian Act amended, because the rights of Amerindians and their lands are being infringed.
A section of the Act is expected to come under review is Section 53, which states that if the Guyana Geology and Mines Commission (GGMC) intends to issue a permit, concession, licence or in any part of the village lands; or any lands contiguous with village land, the GGMC shall (I) first notify the village and (II) satisfy itself that the impact of mining on the village will not be harmful.
It is this very clause that has the GGMC to move ahead to grant concessions to miners to mine on Amerindian lands.
The APA will also elect a new Executive Committee, which will become the body responsible for the continued overall administration of the organization for the next three years. The theme of this year’s congregation is “50 Years of Independence, 25 Years of APA advocacy—how closer are we to fully securing our rights?”
A formal statement of its decision will be released at the end of the three-day meeting.
