In keeping with its motto, “to serve and protect,” the Guyana Police Force (GPF) is to boost its strength with
the addition of 900 ranks later this year.
This was announced by Commissioner Seelall Persaud at the Opening Ceremony of the Police Officers’ Annual Conference held at the Officers’ Mess, Eve Leary yesterday.
The conference was held under the theme, “Consolidating on Partnership Programmes, Enhanced Public Trust and Capacity Building to Provide Effective Security”.
With respect to the upcoming Local Government Elections, Persaud said that 298 recruits will be graduating on Monday – just in time to provide additional security to oversee the event.
They will also use the skills and knowledge gained during training to secure the nation during its 50th Independence Anniversary and Caricom Heads of Government meeting in July.
Meanwhile, as it relates to performances last year, the Commissioner told the gathering that 2015 brought its own challenges but the Force was able to make a significant number of successful strides. He said that collaborative efforts with the Guyana Elections Commission and Joint Services saw the police providing adequate security for the General and Regional Elections as well as for the transition of the new Government.
With respect to training last year, a total of 420 recruits were graduated and deployed countrywide.
The Top Cop also stressed that 60 officers attended overseas courses sponsored by the United States of America, Russia, France and the United Kingdom. Another 355 were trained locally by foreign trainers, inclusive of the Royal Canadian Mounted Police. This was funded by the Canadian High Commission.
In an effort to keep crime under control, a major security exercise code named ‘Operation Dragnet’ was introduced in December last. This exercise, the Commissioner said, has positively impacted crime and traffic control.
“CID (Criminal Investigations Department) in the latter half of last year, coupled with our crime prevention programme, in particular, served to reduce the fear of crime in Guyana,” Persaud asserted.
Additionally, he noted that the position government has taken on professional behaviour in the public service, and on corruption within the society, has enhanced public confidence, making the police’s work more effective.
In the area of recruitment and retention, the Force has established a group health insurance where ranks can now recover all health treatment costs – this includes benefits from the National Insurance Scheme.
Also, the Force has introduced an annual fitness assessment for all members aged 45 and below. The project is facilitated by trained and certified physical training instructors and medical responders within the force.
In the area of accountability, an office for audit and inspection was created. The Commissioner said that this would not take away the responsibility of the divisional commanders in conducting their own investigations, but instead, adds to the effectiveness.
