The Guyana Police Force is once again forced to announce that its plainclothes ranks who are in unmarked vehicles are not authorized to stop any motorist, except when they are performing duties on the roadway in front
of a police station.
The announcement comes a few days after a controversial high speed chase involving the son of the former Commissioner General of the Guyana Revenue Authority and a police rank in an unmarked vehicle.
However, it is not clear if that was the reason for the police reissuing the advice but it will certainly prevent high speed chases through the city and other parts of the country.
The young man had stated that he was fearful for his life when he noticed a tinted vehicle following his vehicle.
It turned out, according to the police, that the tinted car was being driven by a female police sergeant who was pursuing him after she reportedly observed that he had committed a breach of the traffic laws.
Such incidents are not rare however in some cases they have ended tragically.
A month ago, a Guyana Defence Force Sergeant and his wife were killed when their car crashed head on into an oncoming canter truck on Carifesta Avenue, while the soldier was pursuing another vehicle during an intelligence operation.
The driver of the car that the Sergeant was pursuing had reported that the high speed chase started after some unidentified men, one of whom was identified as the GDF Sergeant approached his car in a suspicious manner.
He too claimed that he was fearful of being attacked by bandits, and since he had his sister with him, he was taking no chances.
Meanwhile, the Police Force administration has also declared that traffic ranks are not authorised to stop motorists for routine checks of documents.
“They should only do so if an offence is committed in their view or where there is reasonable suspicion.”
The police said that the law permits police ranks to stop and search a motor vehicle based on reasonable suspicion or if they witness an offence being committed.
This is not the first time that the police have issued such a directive; however ranks have not been adhering to it.
