The PUUP was a component of one of two agreements signed in October of 2014 between former Minister of Finance, Dr. Ashni Singh and Inter-American Development Bank (IDB) President, Alberto Luis Moreno, made with the intentions of benefitting Guyana’s water and electricity capacity.
Under the first agreement, the electricity upgrade program was slated to receive some US$64.6M, to be rolled out over a five year period.
