The Guyana Power and Light Inc. (GPL) yesterday, announced the appointment of Colin Welch the Deputy Chief Executive Officer-Technical as designated interim Chief Executive Officer. Welch’s appointment follows the dismissal of Bharrat Dindyal on August 14.
Additionally, Renford Homer Senior Divisional Director – Commercial Services and Information Technology has been designated interim Deputy Chief Executive Officer.
The appointments were made on Monday, August 17, 2015 and according to GPL’s Public Relations Office the interim arrangement will continue until a new Board of Directors is installed.
The company also stated that advertisements to fill existing vacancies on GPL’s Executive Management Structure will be executed.
The Company further pledged its support and commitment to the new appointees as it works collectively to execute its mandates.
Yesterday, when questioned about investigations regarding Welch that was ordered by Dindyal into some claims for monies made by Welch, Minister of Public Infrastructure, David Patterson said that is a matter for a GPL committee, but as of now Welch is interim CEO. Welch was supposed to have produced evidence to support grounds for ordering that two managers at GPL’s Loss Reduction office on Sheriff Street proceed on administrative leave.
Dindyal, prior to being dismissed, was overseeing the process and was expected to engage Minister Patterson, following the dissolution of the GPL Board.
The DCEO at that time had visited the office with a police rank; seized the office keys, company phones and issued letters to Senior Loss Reduction Manager, Loaknauth Singh, and Senior Investigator David Kaladin. Those letters ordered the officials to proceed on administrative leave, while the security was instructed not to allow the two managers back into the office.
Dindyal subsequently sought to revoke the order on the same day, leading to a heated exchange which was captured on video. On August 14, 2015, Dindyal was sent home after that video made its rounds in the news and on social media showing him and the then Deputy CEO, Welch in an altercation which included Dindyal using profanity and referring to the Minister of Public Infrastructure, Patterson in a disparaging manner.
Dindyal had charged that Welch had no authority to send any staffer home and ordered that they return to work immediately. The GPL Deputy CEO initially defended his actions by purporting to be acting on instructions from Minister Patterson. However, asked about this claim, Patterson emphatically stressed that he gave no such instruction.
The former Chief Executive Officer (CEO), Dindyal, was reportedly a power by himself, clashing with the Board of Directors, and mismanaging the multi-billion-dollar projects the company had embarked on.
