Despite being instructed by Local Government Minister Norman Whittaker to hand over the salary, City Hall clerk Nesha Hinds, the 20-year-old is still to receive her salary, even after being employed there for nine months.
Deputy Mayor Patricia Chase-Green said yesterday that on Friday, Mayor Hamilton Green spoke with the Minister over “Sooba’s blatant refusal” to pay the woman.
She said that the assurance was given by Minister Whittaker that the young woman would immediately be paid all her money and at the salary agreed upon before her hiring. This, Chase-Green said, was supposed to happen on Friday, but instead the young woman left the agency in tears, since her pay was not handed over.
Hinds was hired by the agency’s personnel department and according to them, all procedures were followed and requisite qualifications handed in to afford the woman legitimate employment as a Clerk II attached to the Mayor’s office.
However, Hinds has been denied her salary with no solid explanation from the Town Clerk.
While Sooba contends that procedures were not followed the agency’s employment body has denied this.
According to the information, the Town Clerk reportedly asked the personnel department to demote Hinds to a Clerk I staff, but they refused.
The Town Clerk then took it upon herself to write a new letter of appointment to Hinds, stating that she had been demoted to a Clerk I status.
Hinds has however refused to accept the money and has lodged a complaint with the Ombudsman.
On March 16, when Full Council met, the issue of the woman’s salary was brought up. During the discussions on the matter, it was noted by the majority of Councillors that after nine months and a Council decision to employ this employee, she continues to languish in the Office of the Mayor without pay.
As a result, Council took a unanimous decision that Hinds be paid as a Clerk II forthwith.
“Citizens will recall that Hinds was properly employed by the Council on July 1, 2014. To-date, she has not been paid one cent. Council expressed disgust about this sad situation, and took the decision that Ms. Hinds must be paid.”
Chase-Green said the matter of the young woman’s salary will be brought up again today at Council’s Statutory meeting.
When previously contacted on this matter, the Town Clerk accused the media of harassing the young woman and putting words in her mouth before hanging up the phone.
Last December, two nurses, supported by their colleagues, protested outside City Hall when the Town Clerk also refused to pay them after five months on the job.
