DEAR EDITOR,
I am baffled, the Police list of promotions published, includes members who violated its citizens.
It is clear there is a departure from professionalism and pursuit of justice. This lawlessness must end.
No individual who has committed a serious crime against its citizens should be employed by any force responsible for upholding the law and moreso rewarded with promotions.
The practice of advancing settlement out of court, whereby, citizens after being brutalised are offered a pittance in exchange for curtailing of judicial action, has allowed these misfits to remain within areas of service in our society without sanction.
There is no way any member of the Guyana Police Force would have slipped through the promotion list without the blessings of the Commissioner of Police and the Police Service Commission. This is no mistake as some would like to believe.
In fact, any out of court settlement for violations involving members of the Guyana Police Force, the Commissioner of Police is bound to take internal action in order to preserve the integrity of the force. All members of the force who brought discredit to the organisation can be disciplined.
A charge of discreditable conduct can be instituted against any member of the force by a higher ranking member. Why was this not done and if so, why do we have a situation of violators in uniform? Even if the uniformed perpetrator is charged and freed, the mere fact any member of the force participated in violating citizens is discreditable.
An out of court settlement does not absolve anyone from the crime. It is merely an acknowledgement of guilt and a way to escape the sanction of the court.
I call on all judges and magistrates to exercise your full independent functions. Any serious crimes committed within your jurisdiction by any members of Police, Armed services, Public Servants, quasi-government bodies, members of government and citizens, should see the perpetrators being held accountable for their crimes.
If a witness does not appear in court, issue warrants and compel witnesses to appear before you. Crime is not a private matter. It is a crime against every citizen of this land to allow unspeakable, indictable acts go unpunished.
No private settlement can replace the jurisdiction of the court. It is becoming the norm to supplant the halls of justice with the chambers of lawyers who author these innumerable embarrassing and questionable “settlements” allowing rapscallions to walk free.
I would like to think there is no political interference in this controversy; however, I cannot make such a conclusion. If I were to do so I would be the lone proponent of such.
I urge a return to professionalism in the interest of progress for all citizens of this land. This blind partisan agenda that has been visited upon our country is destructive. This abominable scourge has permeated all organs of government, and as a result, the citizens are deprived. Now is the time to rid our society of this menace.
