Dr. Ernesto Samper Pizano, Secretary General of the Union of South American Nations (UNASUR)
will be paying a visit to Guyana on January 20, 2015. The Secretary General will be accompanied by two officials of the General Secretariat of UNASUR, located in Ecuador.
Dr. Pizano, a former President of Colombia was appointed for a two-year term in August, 2014 as Secretary General of UNASUR. During his visit he will meet with President Donald Ramotar, and Minister of Foreign Affairs, Carolyn Rodrigues- Birkett on issues of importance to this regional integration process.
Pizano, former President of the Republic of Colombia, governed the country between 1994 and 1998. He began his electoral career as Deputy of Cundinamarca (1982-1984), Councilor of Bogotá (1982-1986) and member of the Senate (1986-1990).
He has also held various executive positions, including: Ambassador to the United Nations Assembly (1983), Ambassador of Colombia to Spain (1991-1992), Minister of Economic Development (1990-1991) and Coordinator of the Meetings of Former Latin American Presidents for a Global Agenda (2000-2005).
He was born in Bogota on August 3, 1950. He is married and has three children. He is a lawyer, graduating from the Javeriana University of Colombia with a specialisation in Economic Sciences. He has completed specialisation courses in Columbia University in New York and the Mexican Development Bank (Nacional Financiera) of Mexico. He has been a member from youth of the Liberal Party, and held the position from a very young age as President of the National Association of Financial Institutions (NAFI).
Samper quickly positioned himself as one of the leaders of the Liberal Party, in which he consolidated a movement called “People’s Power”, which defended the centre left positions within the party, inherited from the Liberal Revolutionary Movement, created by López Michelsen twenty years earlier.
Since his candidature was launched, Samper proposed the promotion of a “Social Leap”. This was reflected in the creation of programmes like Sisben network, which extended to 23 million, the number of Colombians who receive health services and the Social Solidarity Network, aimed at providing economic support to marginalised sectors.
