Independence, integrity and propriety are values officials should adopt when dealing with members of the public,
according to Justice Desiree Bernard.
This was reemphasized on Tuesday night at the Pegasus Hotel, where Justice Bernard was the featured speaker at the Transparency Guyana Inc’s (TGI), third annual anti-corruption fundraising dinner organized to raise resources for initiatives that seek to reduce the corruptive practices that hinder the development of Guyana.
The fundraiser was organised by Founding Director of the TGI, Gino Persaud. Also presiding over the occasion was accredited journalist Enrico Woolford, Attorney-at-Law Christopher Ram and former Demerara Distillers Limited (DDL) Chairman Dr. Yesu Persaud.
Many foreign dignitaries, political leaders, University of Guyana students and members of the business community were in attendance at the event.
In addressing the attendees Justice Bernard highlighted the importance of adhering to the values of independence, integrity and propriety. She contextualized these values through her experience as a judge. She said she discovered that the application of these values were essential in administering justice.
Justice Bernard cited the Bangalore Principles of Judicial Conduct, stating that every value is essential in conducting judiciary standard. The Bangalore Principles of Judicial Conducts lists six standard ethical values of conduct for judges. The values listed were: Independence, Impartiality, Integrity, Propriety, Equality and Competence and Diligence.
The retired judge lamented the fact that these values are in jeopardy of being lost in the Guyanese landscape. One of the reasons these values should be in place, Justice Bernard explained, is to uphold the public’s confidence in the institutions of governance, especially with regard to the “courts’ authority”.
“Either when dispensing justice or in the day to day interaction with members of the public, the ultimate objective of any judiciary is to inspire confidence in the administration of justice,” concluded Justice Bernard.
