Parliamentary Clerk, Sherlock Isaacs, has issued a statement clarifying the reason for his action towards a bailiff who claimed that he obstructed him from doing his job. The statement comes as a response to a recent article published by this newspaper.
Last week, Isaacs was involved in a situation whereby the bailiff, William Blackman, was given authorization by Citizen’s Bank to seize a vehicle which had been in arrears for six months. The vehicle in question had been in the name of a Wendel Baird.
According to Blackman, the vehicle had been repossessed by police officials but was subsequently removed without his knowledge. The vehicle was then found in the compound of the Parliament parking lot, where Blackman claimed the Parliamentary Clerk “refused” to release it.
However, in the letter, Isaacs stated that the vehicle had been loaned to him by Baird for hunting purposes. He went on to relate that he had reason to question Blackman’s credibility.
The Parliamentary Clerk stated that when Blackman visited his office with “documentation authorizing the repossession of the vehicle”, the bailiff made claims of being a Senior Marshal at the Supreme Court.
According to Isaacs, he later discovered that this was not the case. “It is to my knowledge that Mr. Blackman is no longer employed by the Supreme Court,” wrote Isaacs.
Further, as the Clerk was unable to get in contact with Baird, Isaacs then explained to the bailiff that he “could not surrender the key of the vehicle” without first speaking to the owner.
In an effort to resolve the issue, Isaacs said he subsequently made contact with Ethan Chester, Manager of Citizen’s Bank. Isaacs said that after he recounted the events in question, the Manager understood his reason for not giving up the keys.
This newspaper understands that Baird has reached an arrangement with the Citizen’s Bank regarding payment for the vehicle.
