It would appear that the Ministry of Culture intends to make the New Opportunity Corp a more “secure” institution. Published yesterday in the Guyana Chronicle was the invitation for bids for the construction of a “Reinforced Concrete Fence” to the tune of $38,913,881 and also for a “Chain Link Fence” to the tune of $8.5M.
According to the advertisement, bids will be conducted through the National Competiveness Bidding procedure which is specified in the Procurement Act of 2003 and is opened for all bidders, subject to provisions of Section III of eligible countries for the document.
Bidders who may want further information could obtain same from the Permanent Secretary of the Ministry, Alfred King.
Bidders would be required to have qualifying requirements when submitting bids such as, valid NIS and Tax Compliance Certificates, both of which should be in the name of the individual or firm submitting the bid.
It was noted that bids for the “Reinforced Concrete Fence” must be accompanied by a bid security of $760,000. All bidders must ensure that there must be site visits and verification of the scope of works before the submission of the bid.
Back in June, the same Ministry had invited bids for the execution of the construction of a “Confinement Building” at the New Opportunity Corps. Weeks after the advertisement was published, Kaieteur News obtained the architectural drawings for the building which revealed that they were actually “holding cells”.
According to the architect’s plan which was submitted by Innovative Engineering Consultancy Services, each “cell” would be 9×12 in size and able to house two persons.
It is expected that the “new facility” would also have two staff members and two recreational rooms, one individual and one group counseling room. Parliamentarian Chris Jones had described it as “disturbing news”.
According to Jones, the National Assembly had approved a budgetary allocation for the Ministry of Culture, part of which was expected to go to the NOC for the rebuilding of the “dormitory which was destroyed in 2012”.
Jones said that one would have thought that the Ministry would be “rebuilding the dormitory.” He said that if information regarding the “new features” to this “confinement” building was known, Parliament would have never allocated the funds.
