It is now five days since President Donald Ramotar promised members of the media fraternity that the Minister of Finance
Dr. Ashni Singh would hold a press conference to say why for over ten years, two critical accounting modules have not been used, among other critical questions.
But several calls made to the Minister of Finance and his junior, Juan Edghill, yesterday, to ascertain when the press conference would be held, proved futile, even though the President made a commitment that he would speak to his ministers about their inaccessibility.
Based on the fact that the Finance Minister was inaccessible and has not come forward about the press conference, members of the Opposition have formed two strong views; either the President did not speak to his Ministers ensuring they understood the seriousness of responding or that the ministers “simply don’t take him (President Ramotar) seriously.”
Specifically, the Shadow Minister of Public Works of A Partnership for National Unity, Joseph Harmon said that the President “needs to take charge.”
“I don’t know what kind of government he is running. What we see taking place is that the Ministers seem to have an agenda that is inconsistent with that of the President. The fact that the Minister of Finance has not held the press conference as yet means that he has no respect for the people. The President needs to take charge.”
The Auditor General’s Reports year after year continue to expose the weaknesses of government’s manual system, which it said is an alternative for the unused modules. But various ministries are still unable to provide evidence to the Auditor General to account for millions it expended.
Chairman of the Public Accounts Committee, Carl Greenidge had stated that had the two modules belonging to the Integrated Financial Management and Accounting System (IFMAS) been operationalised, a lot of the missing monies, assets and consumables cited in the Auditor General’s Reports would have been avoided.
The IFMAS system was designed with seven aspects, namely, the Appropriation, Expenditure, General Ledger, Budget Preparation & Reporting System (BPRS), Purchasing, Revenue and Asset & Inventory Modules.
The Purchasing and Asset and Inventory Modules are the ones that have not been implemented for over ten years.
The unimplemented Purchasing Module seeks to provide the ability to create purchase requisitions and purchase order with self-creating commitments to reserve the necessary funds; provide the ability to record the receipts and return of goods and automatically update the purchase order to reflect the transactions; complete integration with the payment process to reflect payment for goods ordered and received, and provide the ability to create an asset record when goods are received.
The unimplemented Inventory/Assets Module seeks to provide the ability to create inventory and asset entries when entering a new record based on the requisitions; provide the ability to have automatic stock ordering when the system hits a user-defined reorder point; provide the ability for tracking issues and receipts; provide the ability to enter receipts for deliveries to stores via the Purchasing module; provide the ability to make adjustments to reflect inventory average and shortages and provide the ability to provide queries and reports on current inventory, stock activity and receiving reports.
