President Donald Ramotar has identified to be installed as a Commissioner on the Public Service Commission, a man who heads a legally defunct Trades Union.
Ramotar and Leader of the political Opposition, Brigadier (rtd) David Granger, held consultations on Monday last and Carvil Duncan has been identified as one of the Commissioners.
Duncan however, heads the Guyana Labour Union which is currently a legally defunct body.
Previously, when Government held a majority in the Parliament, it used its voting strength to identify Duncan through a motion.
Under the Laws of Guyana, three members of the Commission are appointed by the President after consultation with the Opposition leader while another two will be appointed upon nomination by the Parliament.
The House last month nominated Patrick Yarde and Patricia Went.
Following the consultation with the President, Duncan, Vidya Looknauth and Cecil Persaud were identified as Commissioners for the Public Service Commission.
At the meeting with Granger and Ramotar, the two also consulted on the Teaching Service Commission and members were effectively reappointed; namely Leila Ramson, Mayda Persaud and Allan Monroe.
Monroe was nominated by A Partnership For National Unity (APNU) while all of the other appointments were that of the President.
The members will soon be sworn in their offices as Commissioners by President Ramotar.
This publication understands that the two leaders are yet to consult on the Police Service Commission as well as the Judicial Service Commission among others, since there was need for the Public Service Commission to be addressed first.
This is because the Chairperson of the Public Service Commission would have to sit on the board of a number of other service commissions.
