The Pan American Health Organization/World Health Organization [PAHO/WHO] is considering adopting the health structure implemented by the Berbice Regional Health Authority [BRHA], since it is consistent with standards encouraged by PAHO/WHO said representative Dr. Malhi Cho recently.
Dr. Cho who represents the PAHO/WHO in Guyana made this announcement after participating in a one-day conference organized by the BRHA where heads of departments in the health sector of Region Six presented reports for 2012.
“The direction Region six is taking is aligned with the direction encouraged by the WHO and PAHO for the country, for the region, for the Americas, not only regions for Guyana… I want to congratulate Region Six for setting the standard for a new level of health care delivery in the country.”
Dr. Cho was an observer and contributor at the conference, the first such hosted in the region by the BRHA which started out as a pilot project to regulate and administrate the delivery of health care in Region Six.
The Health Authority commenced operation officially in 2005 and is yet to be ratified by the Ministry of Health, However the announcement by Dr. Cho could come at no better time, since the Health Authority is pushing for the Ministry of Health to adapt the programme.
PAHO/WHO has been very instrumental in helping the health care delivery in Guyana and many other countries around the world. Such a statement from Dr. Cho could make a significant difference on how the Ministry of Health approaches the BRHA.
Dr. Cho described the health model of Region Six as inspiring and as such, PAHO/WHO would lean on the region to conceive a health model for the rest of Guyana.
The BRHA is responsible for the function of all the health institutions in the region including four medical hospitals, the Ophthalmology centre, Fort Canje Psychiatric hospital and about 26 health centres and health posts extending into the Corentyne and Berbice Rivers.
Dr. Cho was very pleased after examining firsthand the programme in place to deliver health care to the Region Six population. Of special interest were the new programmes introduced successfully by the BRHA, the Home Based Care Programme, the Care of the Elderly and the Health Facilities Day.
Of notable interest also was the level of motivation by the BRHA for the hundreds of employees in the health system.
“The discussions we had with Dr. Vishwa Mahadeo is to try to use the experience of Region Six, the knowledge of Region Six , the difficulties that Region Six has experienced and overcome, and to try to modify the other regions through the same way, through the same path as Region six … so we really encourage you because this is a very valuable human resource. ’
Among the programmes implemented by the BRHA is the ‘Health Facilities Day’ where all these facilities are required to give an open account of the service delivered. They must also endure scrutiny from members of the public.
A Regional Blood Bank was established while massive infrastructural changes have been done to the formerly dilapidated Psychiatric Hospital.
The BRHA is governed by a Board of Directors.
