– ICC ACSU suggests local intervention

The recent establishment of an Interim Management Committee (IMC) installed to manage the affairs of Guyana’s cricket for a temporary period is a welcomed initiative.
Not simply for the sake of installing an IMC but because of the mandate which it has been given: restructure the constitution; hold democratic elections, audit and account for funds of the Guyana Cricket Board (GCB), create a comprehensive cricket school development programme, re-examine the organs of the GCB, among other objectives.
Given that audits typically examine audit and accounting functions, one hopes that mandate can be widened to accommodate an institutional audit or review of the GCB.
It will scrutinize the inner workings of Board and its related committees by looking at issues of procurement and decision making.
Such a review at minimum has the potential to provide the IMC with an insight into whether favours were granted for procurement of services, goods and for works undertaken.
It can also determine whether nepotism reared its ugly head, collusion involving match officials occurred or Board officials were involved in match fixing attempts.
I say this in the context of the recent incident of alleged match-fixing by Mr. Anand Sanasie, Secretary of the GCB (and then Director of the WICB) and Mr. Robin Singh, the Tournament Director, which occurred during November 2011 in CARIB/PEPSI T/20 Tournament used to select the current National T/20 side playing in the regional tournament.
To summarize, one of the approximately twelve teams to take part, the East Coast Jaguars participated in the preliminary round of the competition but were unaccountably eliminated from the playoff stage, despite placing second in their zone (possessing a superior run rate), only to see the third place team, East Bank Pirates, go through to this next stage of the competition.
Both Board officials mentioned above were said to be integrally involved in this decision making process which jeopardized the chances of fourteen talented members of the East Coast Jaguars squad from being selected to the Guyana T/20 Team! Out of frustration one team member has since migrated to Canada, despite earlier reconsidering his departure. It must be noted that a GCB President Select team eventually won the competition which involved a G$1M prize.
Letters of complaint were then dispatched to the Sponsors, CARIB and PEPSI and the West Indies Cricket Board (WICB) to no lesser than the Executive Committee, which comprises Dr. Julian R. Hunte, Stephen Camacho, Secretary, Roland Holder, Senior Operations Officer and Joel Garner, Chairman, Cricket Committee.
Following the failure of the WICB to investigate and to even respond, along with the lack of financial wherewithal on our behalf to file an injunction against the GCB and sponsors, a formal complaint was lodged with both Sir Ronnie Flanagan, the new Chairman of the International Cricket Council (ICC) – Anti-Corruption & Security Unit (ACSU) in Dubai and its Regional Security Manager for England and The West Indies, Mr. Ron Hope, to investigate the potential match-fixing practices involving a National Board.
Mr. Hope in a quick e-mail reply on 28 November 2011 wrote “Thank you for your emails which I have considered. The issues you raise are domestic matters and in any case it fall(s) outside the remit of the ACSU. I regret that I am unable to offer you any assistance in these matters”, suggesting therefore the need for a local investigation.
As a consequence I urge in the interest of equal treatment of all players the IMC investigates this matter, so cricketers in particular can be assured of a fair deal when participating in future competitions.
The goodwill given to the IMC will be jeopardized if it does anything less. As team manager of the East Cost Jaguars team and along with other officials and players, we are ready and available to provide any information or evidence the IMC desires to correct this injustice meted out to my young team.
