Government has invested $12 billion in region three’s housing sector over a 10-year period which has benefited over 85,000 people, according to Minister Irfaan Ali.
He said that well over $5 billion has been spent over the last five years: in 2006 – $600M; 2007 – $870M; 2008 – $465M, 2009 – $704M; 2010 – in excess of $1.5 billion and in 2011 to date, a total of $1.7 billion has been expended.
Alluding to the fact that there has been a housing boom, the minister noted that his Ministry has received many complaints of a labour shortage in the construction sector, since many buildings are being constructed countrywide.
He said the Ministry will have to develop a strategy in future to address any potential labour shortage in the building and construction sector.
However, he also said that the Ministry has now implemented new clauses in contracts pertaining to house lots, these include the fact that there should be no mixing of cement on the roadways, no dumping of sand and stones on the shoulder of the road for more than 24 hours, and if this is ignored, applicants will be fined $10,000 per day with each day that has elapsed.
Adding that there is also a clause that deals with material misrepresentation, Alli said for persons, who intentionally mislead the Housing Ministry in their application process, their land would be repossessed and the money paid for the land will not be reimbursed.
In giving an example, Ali noted that persons would visit the Housing Ministry and claim that they have severed the relationship with their partner and would like to apply for a new house lot, hence acquiring a double allocation..
Another clause that has been added deals with the maintenance of the house lot if it is not occupied, the Housing Minister said although persons are given time to build, there is a limitation. However, the owner has the obligation to keep their lot from growing into a jungle and to keep constantly cleaning overgrown bushes.
“It is unfair for someone who completed building their home, and next to them they have two yards that look like jungles with overgrown trees and bushes, so CH&PA would do the decent thing in the future and clean those lots but we will surcharge the allottee, the cost of cleaning the lot, plus 25%….the 25% goes for works being done in enforcement and administrative work among others.”
He further underscored that the Housing Ministry has been able to capture fraudsters in society who have sold house lots and who would pretend to be housing staff. “We have a number of them before the courts.”
Ali said that the persons who are also involved in purchasing these plots of land will also be charged equally for being a part of an illegal act.
“If you buy illegally, prepare to be charged criminally, because you will be a part of a process of an illegal transaction. So do not come to the Ministry when you realize that you have been robbed and behave as if we have a responsibility to protect you at that stage, because you were a part of an illegal act,” the minister stressed.
