Three bids were opened for the supply and delivery of male and female condoms under the Health Ministry’s Materials Management Unit (MMU), on 30, August last at National Procurement and Tender Administration Board (NPTAB). The bids which were all submitted with CDs are:
Last December the Health Ministry had also opened bids for the supply and delivery of female condoms which attracted a $28M bid. Those bids were
Minister of Health Dr. Leslie Ramsammy had noted on that occasion that overall, more than three million condoms are distributed each year to the various entities associated with the Ministry of Health.
He had also said that the $28M was to source 29,000 units of the female condoms.
Adding that although condoms are used primarily for protection against sexually transmitted infections, they are also used in family planning.
Dr Ramsammy said that the Ministry had introduced female condoms on a small scale some five years ago, sourcing between 1,000 and 5,000.
He conceded that the female condoms in some cases cost as much as five times more than the male condoms, and as such, one of the problems is that they are unable to provide universal access to all women.
Given the price constraint, Dr Ramsammy said that it is not intended for use by every woman, but rather in cases where a woman does not have a cooperative partner and that they want to protect themselves.
However, he noted that the ideal situation was for the male to be the one using the condom, given that it offers a significantly higher level of protection.
He said that even at the Cabinet level, the figure spent on condoms each year is surprising to some, adding that each year the Ministry spends between $30M and $50M for both male and female condoms
Guyana received a Grant from the Global Fund toward the cost of the National Initiative to Accelerate Access to Prevention, treatment, Care and Support for Persons Affected by HIV/AIDS and it intends to apply part of the proceeds of this Grant to payments under the contract for the Supply and Delivery of Male and Female Condoms and Lubricants.
According to the United Nations General Assembly Special Session (UNGASS), the analysis of the available epidemiological evidence suggests that the HIV prevalence has been progressively decreasing among the general population over the last six years.
There are also encouraging signs that the HIV prevalence among most-at-risk populations is beginning to decline. Concomitantly, the proportion of deaths attributed to AIDS has progressively decreased.
