Disasters are never far away. The waterways are still angry and more strange things are going to happen. But there are things that will protect people even when the danger appears to be far greater than one may imagine.
There will be another speedboat incident but this one would be due to carelessness in some measures. The boat is going to hit a submerged obstacle and the captain, rather than head for shore immediately, will underestimate the damage.
The people are going to force him to do otherwise.

And an interior location would continue the trend of indiscipline. Again, a drunken brawl is going to end in a fatality because people have lost the art of reasoning.
