Dear Editor,
I refer to recent news articles authored by Messrs. Sean Devers and Rajiv Bisnauth in different sections of the print media reporting on a press conference held by a few officers of the Guyana Cricket Board and Mr. Roger Harper. It should be noted that this press conference did not receive the blessings of the Guyana Cricket Board (GCB).
It is not customary for me to respond to such letters and news articles which only serves to tarnish the reputation of many honest, dedicated and voluntary officers of the GCB, but in the interest of setting the record straight and clearing up any doubts in the minds of the general public, I would like to clarify a few issues referred to by the authors of these said articles.
I am presuming that their reports are an accurate reflection of what transpired at the said press conference.
Firstly, the Guyana Cricket Board has complied with all the requirements of the Friendly Societies rules in relation to the holding of its Annual General Meeting. Article 12(b) of the GCB Friendly Societies constitution of 25th July 2008- No. 1121 states “The Annual General Meeting of the members shall be convened by The Executive Committee as soon as the report on the audit of the accounts of the Registered Board by registrar OR PERSON AUTHORIZED BY HIM/HER is received by the Board”.
Please find attached the following:-
1.Letter of appointment, by Registrar of Friendly Societies Mr. Kareem Abdul -Jabar, of Barcellos Narine & co. as auditor of the GCB accounts for the period 1st December 2009 to 30th November 2010.
2. Letter of acknowledgement of receipt of accounts, annual returns and management letter by the Registrar of Friendly Societies, on 24th January 2011. It should be noted that according to the Rules, the GCB had until May 1st 2011 to comply with this requirement but since our fiscal year starts on December 1st and closes on 30th November each year the accounts are usually completed months earlier in time to be ready for our January AGM.
3.There has been some confusion recently in the media on this issue as there is no way that the GCB can complete its annual November 30th, 2010 accounts for May 2010.
4.Copy of the audited financial statement for period 1st December 2009 to 30th November 2010 which was submitted to the Registrar on 21st January 2011 (Several months before it was due in May 2011).
Secondly, at our last GCB Executive Committee meeting of 27th May 2011 Mr. Chetram Singh proposed a resolution that the date of the delayed GCB Annual General Meeting be set for 10th July 2011. This resolution was duly seconded, voted upon and passed by a seven to six majority with Mr. Chetram Singh using his casting vote to break a tie.
Thirdly, all ICC international cricket events held in Guyana fall under the purview of West Indies Cricket Board. The Guyana Cricket Board merely provides the local personnel to manage the events. The accounts etc. are completely separate from that of the GCB, since the WICB auditors (KPMG) monitors ticket sales, etc. Ticket sales are computerised and monitored from a central location in Antigua.
The stadium turnstiles are monitored by the WICB auditors along with the Guyana Revenue Authority. The Guyana Cricket Board then earns a 3% management fee after deduction of Government 16%VAT and all other expenses.
I take this opportunity to thank those Officers of the GCB who volunteered their services to earn the 3% so that the GCB can continue to finance its developmental programmes and produce West Indian cricketers.

NB: The GCB Treasurer has also pledged to make available all of the above referenced documents to the general public for their review. These can be uplifted during normal working hours at the GCB office.
Also, please find attached a copy of the court order, served on the GCB, nullifying the Friendly Society registration of 25th July 2008
