…$11.7M to rehabilitate a four feet wide sluice door, clear outfall
Bids were recently opened for the several projects at the National Procurement and Tender Administration Board, including one for the rehabilitation of a sluice door at Coverden, East Bank Demerara.
This contract also includes the clearing of the outfall channel for the sluice.
The scope of works, however, compared with the engineer’s estimate, has raised several questions.
When the 14 Bids were called at the opening, the engineer’s estimate was revealed to be $11,750,000. The door that is slated for the rehabilitation works is four feet wide and has been described as in excellent condition.
This newspaper was told that it is between 500 and 600 feet of the canal’s outfall that requires clearing and the bush is not uniformed in its density as some sections will require less work than others.
Persons in the community say that there is absolutely nothing wrong with the sluice door and that it worked perfectly.
While there is nobody that regularly opens the door to drain the location, residents would open and close the sluice if the water in the canal gets too high.
They say that the outfall has not been cleared for a while which is evident in the foliage in the outfall. Is this another NDIA scandal?
