Meanwhile, the Central Housing and Planning Authority (CH&PA) late in 2010, invited interested persons to tender bids for contracts to upgrade roads in the Tuschen, Parfait Harmonie and Diamond areas.
Those bids were also opened yesterday at the offices of the National Procurement and Tender Administration Board under the watchful eyes of the Board’s Chairman Mr. Donald De Clou.
The first set of tenders, included one that was double the engineer’s estimate for the upgrading of roads at Parfait Harmonie on the West Bank of Demerara.
There were twelve bidders for that project, which was bid upon in two lots.
Their bids are shown along with the engineer’s estimate. The bid that was practically double the engineer’s estimate belonged to a firm called CB General Contracting Services, not to be confused with Courtney Benn Contracting Services Ltd or CBCSL as they are commonly called in the field, whose two bids were actually below the engineer’s estimate in both cases and almost half the estimated value in the case of Lot two.
