Government’s expenditure of a whopping $17M on Community Policing last year is being justified by Home Affairs Minister Clement Rohee.
This expenditure, he said, was to supplement the provisions to Community Policing bodies throughout the country by the Administration, in keeping with the mandate of the Ministry of Home Affairs.
Rohee told an end of year press conference last Friday that his ministry’s oversight and support of Community Policing, which is an important component of the Government of Guyana’s total crime fighting strategy, will continue to be a priority.
To date the expenditure over the years has accounted for 19 pickup trucks, three All Terrain Vehicles,
64 bicycles, 18 motorcycles and 10 boats.
Additionally, material support was provided to Community Policing with the provision of communication systems – all in an effort at ensuring safer communities.
According to Rohee, the increase in resources provided to Community Policing Groups saw heightened surveillance in communities, and the stymieing of criminal activities.
This was manifested in decisive action taken by the CPG in Chateau Margot, East Coast Demerara area, which led to the slaying of a bandit and the capturing of two of his colleagues following a robbery late last year which resulted in the death of a businessman and an injury to a Rural Constable.
However, in at least one case the police had cause to investigate members of a group who were accused of beating a city resident during an unauthorised operation.
In keeping with the routine monitoring of Community Policing Groups, an audit of the groups was conducted by the Ministry of Home Affairs, as a form of verification of active and dormant groups, along with membership.
This audit, which was conducted between January and April 2010, was very successful.
Three other specific activities were also conducted by the Ministry of Home Affairs, in relation to Community Policing.
Between September and October 2010, seven divisional retreats, involving members of Community Policing Groups, were held in the various police divisions.
The objectives of the retreats were to allow members of groups to air their concerns with respect to problems affecting the Community Policing system; to propose solutions and recommendations aimed at expanding Community Policing in the country, and to provide for the reinforcement of the concept of Community Policing by obtaining members’ commitment to continue to serve.
Arising from those retreats was a multiplicity of recommendations, which have since been rationalised and are under consideration for implementation.
There are currently a total of 272 Community Policing Groups, across the country, with a membership totaling 4,695.
The Home Affairs Minister said that his Ministry is very pleased with the rapidly growing female membership of Community Policing Groups – an indication of the level of importance women attach to reducing all forms of societal ills.
Meanwhile, the 35th Anniversary of Community Policing will be celebrated this year.
While there will be observances across the country, ‘C’ Division (East Coast Demerara) will be the host for the main activities.
