I refer to the Peeping Tom article in Kaieteur News on January 5th 2011. I myself have some questions on this matter.
I have in my possession an email to Messrs Winston Brassington, Chairman; Bharat Dindyal, CEO; Hon Samuel Hinds, Prime Minister from one Sunil Bakshi, President of Power and Energy Works LLC; Ph. 630-827-9468, stating that he knew that Guyana required 15.36 megawatts of power and that he could supply the same model and make brand new heavy fuel oil Wartsila gensets immediately available – that was 17th November 2010 – which he had in stock in Florida, so the country does not have to wait the 8-10 months for this power, losing income as it waited.
Sunil Bakshi also alleges that his units are under warrantee by Wartsila and has provided an exhaustive list of what comes with the engines, there are clearly some other controversies surrounding this matter, but if Brassington, Dindyal and Hinds are saying that the 15.36 megawatts will cost US$18 million, when in fact this company is offering exactly the same thing for US$15 million, then indeed something is very wrong and these gentlemen have a great deal of explaining to do as to why they are buying these generators for US$3 million more than is being offered by the Wartsila representative in Florida; and Wartsila must be asked to explain how they can allow themselves to be drawn into these sorts of shenanigans by what appears to be corrupt procurement, initiated by a known corrupt government.
I have in my possession all documents and have provided the Kaieteur News with those documents as well.
Guyana Power and Light (GPL) is quick to accuse the poor people in this country of thieving electricity, specifically Sophia, and that they claim, is what is keeping the rates of GPL so high and unaffordable to the poor.
My contention is that there is indeed thieving, but it is happening right there at GPL at all levels of management, starting with under billing etc. This poor country cannot afford to pay $600 million (US$3 million) more for these engines than we have to. And that is the bottom line.
So if the three gentlemen have a reasonable response to my charges, I would like to hear it, or if they want to sue me for libel then they are welcome to do so and I will be happy to show what I have to a judge.
But they will do one or the other or I will personally report this to the DPP with the evidence I have in my possession and ask for a charge of misdemeanour in public office to be levelled against all three.
