The man who took police to where a gun was stashed at Black Bush Polder, was later charged with possession of arms without being the holder of a firearm licence then remanded to prison, has been granted bail in the High Court to the tune of $400,000 by Chief Justice Ian Chang, upon a petition presented by Attorney-at-law Murseline Bacchus.
Twenty-nine year-old Anthony Chand, a farmer, of Mibicuri, Black Bush Polder, Corentyne, Berbice, was charged on Friday 23 September 2010, with being in possession of one 9mm automatic pistol without being the holder of a firearm licence. The weapon, which was later confirmed to belong to the Guyana Police Force, was found in a vegetable garden prepared by Chand near his home. It (the weapon) was issued to a Tactical Services Unit (TSU) rank and went missing in August, but the rank who was performing anti-crime duties in the Ancient County, never reported the loss. This was only discovered when his superior made a routine check on the weapons issued to the ranks under his control.
The rank indicated that he did not tell his superiors since he was afraid of the consequences and was desperately hoping to retrieve it. The policeman has since been dismissed from the force.
Kaieteur News understands that after the weapon was discovered missing, an intense investigation was launched, which led to the arrest of two men, one of whom took the police to the spot where the weapon was stashed.
The man had denied knowing the police rank and claimed that he had found the weapon and buried it.
Attorney Bacchus had stated that his client’s home was searched by the police on the 22nd of September and nothing was found. The following day, Chand had discussions with a retired police officer and later, upon that officer’s advice, spoke to the Officer-in-Charge of crime in ‘B’ division, who sent two ranks to accompany him back to his home. The gun was subsequently unearthed.
The matter was sent to the Director of Public Prosecutions for advice and Chand was charged
Mr. Bacchus in his petition stated that his client was forced to sign certain documents which he did not read, but were read to him
He had noted that special reasons exist why his client should be granted bail and that the trial will most likely take months to complete, as the magistrate only works at Whim (where Black Bush Polder matters are heard) twice monthly
He also explained that his client is the sole breadwinner for his family (a wife and two children) and had no previous brushes with the law.
