The Guyana Public Service Union (GPSU) is contending that the enquiry/investigation into the Neesa Gopaul’s case was arranged inappropriately, and recommendations from the inquiry would be challenged by the Union as the body set up by the government was not established in keeping with the principles of natural justice.
According to the union, a call was made for the Public Service Commission to appoint an independent committee with participation from the Guyana Public Service Union.
As a result, the GPSU has formally stated its strong objection to the political involvement and the manner in which the committee was selected to investigate the matter at the Ministry of Labour, Human Services and Social Security, which was clearly in conflict with the Public Service Commission’s rules and procedures.
In addition, the Union expects to see appropriate and corrective action that streamlines the Ministry’s effectiveness in dealing with such matters while also preserving the principle of natural justice.
The unions disclosed that the Neesa Gopaul case is a very serious matter which should have never occurred in the context of the role, function and authority of the Ministry of Human Services and as a case which merits investigative depth.
The GPSU contends that such an investigation should be independent and transparent and the Executive Council and members of the Union stand by this position.
In view of the above, the Union found it difficult to support the findings of the committee that included personnel from the department responsible for such matters; personnel who were answerable and therefore could not be considered unbiased or fair.
“The details surrounding the murder of Neesa Gopaul certainly attracted national and international attention; attention that has placed authorities under incredible pressure to show accountability for actions taken or the lack of action in regard to the welfare of this teenager.
“It is therefore necessary that at this stage, an ethical and logical course of action be taken so that the seriousness with which the matter has been addressed can be noted nationally and internationally to avoid any reoccurrence,” the GPSU stated.
Neesa Gopaul’s body, with most of the head missing, was found months ago in a black suitcase that had been dumped in the Madewini Creek near the Emerald Tower Resort.
Gym instructor, Jarvis Small, and the victim’s mother, Bibi Sharima Gopaul, have been charged with her murder.
