Leader of the People’s National Congress Reform, Robert Corbin, says that despite the fact that a Presidential Candidate will not be elected until early next year, this will not stymie the work of the party in preparing its programme and manifesto for the election.
Corbin explained that the electoral system in Guyana is unlike that of the United States of America and other places where it is not just based on a Presidential Candidate.
He said that while not wanting to downplay the importance of the Presidential Candidate, persons in Guyana psychologically seem to think that a campaign is based on a personality.
Corbin explained that Guyana has a proportional representation system and persons vote for a party and not an individual.
He said that the Party puts up a manifesto and a programme.
The opposition leader said that the party puts up a list of candidates that they feel can fulfill the objectives of the manifesto that will be presented.
He said that the only certainty as to who constitutes the presidential candidate is arrived at on nomination day which is 32 days before the elections where the party putting up the list will identify the presidential candidate.
The opposition leader said that this is the legal requirement, adding that it is just political strategies when they declare who the candidate is for the election.
Corbin ensured and pointed out that when a party goes into an election campaign it is not just the personality that will shape the campaign.
He said that it is the programme of the party to take the country forward; “is not just about person but about a programme that will be presented to the electorate.”
Corbin pointed out that this is not interfered with by the time line in identifying the Presidential Candidate, adding that it is not that person that would devise a programme/manifesto on their own.
Corbin said that regardless of the time it takes for the party to decide on a candidate, this will not affect the preparation of the party’s manifesto.
He said that the process that the party is using to identify a candidate has proven to be very useful and has generated significant dynamism, adding that despite which person is elected, all of the nominees would be PNCR supporters.
Several persons have already indicated their willingness to accept the position including Winston Murray, who has since been hospitalised and is currently on a life support machine. The others are Basil Williams, Dr Faith Harding and retired Brigadier David Granger.
Following the publication of those persons that have been nominated and accepted, there will be a series of town hall-styled meetings at various venues in the different regions, all of which will be facilitated by the party so that they can present their case to the party membership.
