All workers of the Demerara Sugar Terminal (DST) are to benefit from a pioneering agreement signed between the Guyana Labour Union (GLU) and GuySuCo, yesterday at the Ministry of Labour, Brickdam office.
Chief Labour Officer (CLO) Yoganand Persaud facilitated the formalizing of the “Recognition Agreement and a Collective Labour Agreement” that represents a bargaining unit by management and a setting up of mechanisms in place to deal with disputes.
According to President of the GLU, Carvil Duncan, the two agreements are historic, and the history is as long as GuySuCo itself, primarily because when the Demerara Sugar Terminal (DST) started, it did so under Bookers, “and hence the collective agreement that we now have, and the collective agreement is with Bookers.”
Duncan explained that as society developed and the policy of the administration changed, DST was placed under GuySuCo. GuySuCo on the other hand has honoured the agreement made with Bookers, however, “the workers were not enjoying all of the benefits, because they were looked at as outside children so the union had a task to get an agreement with GuySuCo and at the same time be recognised by GuySuCo as a bargaining agent for the workers at the estate.”
Adding that the two agreements took almost two years to be achieved, Duncan said he hopes GuySuCo will acknowledge that the GLU is an independent organisation from the other two unions (Guyana Agricultural and General Workers’ Union (GAWU) and National Association of Agricultural Commercial and Industrial Employees (NAACIE).
According to representative of GuySuCo, Francis Carryl, the corporation is happy to have affixed its signature to the agreement.
However, in disagreement with the GLU president, Carryl said that GuySuCo does not view the DST workers as “stepchildren” since earlier this year an incentive was put in place for workers at DST which came out of discussions and negotiations.
He further said that the workers have a primary relationship with GuySuCo and a secondary relationship with the union, while in keeping with what is happening around the country and the world “we have decided to update the conditions in the DST, from the point of view of wages, protective clothing, and equipment, etc.”
