Calls for higher levels of efficiency and effectiveness of operations in the partnership were made during the opening of the Fifteenth Meeting of the Regional Co-ordinating Mechanism (RCM) of the Pan Caribbean Partnership Against HIV and AIDS (PANCAP), held in Montego Bay, Jamaica on September 9, last. This is according to the CARICOM Secretariat.
Chair of the RCM, Senator Anne Peters, noted ‘PANCAP now faces the stark reality of declining grant funds with huge adverse implications for its programmatic outreach….”Results-based programming must be the central practice of PANCAP religion”, the Minister declared.
The call for efficiency in operation was echoed by CARICOM Secretariat Assistant Secretary-General for Human and Social Development, Dr. Edward Greene. Dr. Greene also speaking at the opening noted the need for PANCAP to acknowledge that the environment for resource mobilisation was significantly changed over the years and called for renewed emphasis on harmonisation of resources within the Partnership.
Alluding to “some moral values” that must guide a future PANCAP if it were going to conquer the challenges ahead, Dr Greene stated these included resource rationalisation to reduce duplication and PANCAP partners assuming the obligation of financially contributing to the Partnership.
PANCAP, established in 2001 and designated a UNAIDS best practice in 2004 for its governance structure, to date has mobilised financial resources in excess of US$ 60 million. Notwithstanding, there remains significant funding gaps for some programme areas.
The opening session of the two-day meeting was chaired by PANCAP’s Director of the Co-ordinating Unit, Carl Browne, and included a cross-section of stakeholders, including representatives of regional and international institutions, support networks of persons with HIV and AIDS and government institutions.
The vote of thanks was given by CARICOM Youth Ambassador Dwayne Gutzmer.
