The protests have ended and the victim has been buried, but the police are still to determine whether or not the rank who shot 16-year-old Kelvin Fraser will face criminal charges.
Crime Chief Seelall Persaud told this newspaper yesterday that the file on the matter is with the Police Complaints Authority. However, he disclosed that this is despite the fact that the official post mortem report is still outstanding.
Kaieteur News understands that although the post mortem examination was completed since last week, the police are still to receive the official report from the pathologist.
According to procedure, the file on the matter will be sent to the Director of Public Prosecutions for advice after it has been perused by the Police Complaints Authority.
Several statements have been taken in relation to the matter, but senior police officials are not prepared to divulge any information that would indicate what fate could befall the rank involved in the shooting.
Kelvin Fraser was shot dead by a policeman who was part of an anti-crime patrol that responded to a report of unruly behaviour at the Patentia Secondary School on the West Bank of Demerara almost two weeks ago.
The post mortem had revealed that Fraser was struck at close range from a shotgun blast.
The police had claimed that the teen and the policeman who shot him were engaged in a scuffle causing the weapon to go off accidentally.
This statement contradicts several purported eyewitness accounts that claimed that Fraser was shot while fleeing from the police.
Since the incident, there have been several protests, calling for the policeman involved to be charged with murder.
However the police are adopting a very cautious approach on the matter.
