Former Guyana Revenue Authority employee, Michelle Fraser, has been sentenced to seven years jail and fined $250,000 after she was found guilty of money laundering, yesterday.
The woman became the first person to be convicted under the Money Laundering (Prevention) Act 2000. This Act, according to the government had numerous loopholes and therefore a conviction was all but impossible.
Prosecution began in 2005 following the arrest and conviction of two other Guyanese, Adrie Callender-Martin and Lisa Witter by the British authorities.
Hearing the matter when it first began was magistrate Bertlyn Reynolds. However, the Magistrate resigned and another Magistrate, Hazel Octive-Hamilton, had to re-start the trial. Director of Public prosecutions Shalimar Ali-Hack personally prosecuted the matter.
Involved was US$289,000 which Fraser collected and deposited into accounts at the New Building Society.
When questioned, Fraser said that she got the money from a lady. It turned out that the source of the money were Callender-Martin and Witter, both of whom had been under the radar of the Federal Bureau of Investigation.
The FBI, in London, had swooped down on an operation run by the two women and seized 9.5 kilograms of crack cocaine. They then went to the women’s home and found NBS passbooks. That sent the feds to Guyana and their investigations led to Fraser.
Immediately local law enforcers sought to place a freeze on the account but the dilatory nature of the courts caused person or persons unknown to spirit away $38 million. The law enforcers have since been able to trace $12 million.
Fraser’s lawyer was not in court when the sentence was handed down. However, an appeal is anticipated. The details of the transaction will be carried subsequently.
