…minor changes made in select committee
The Special Select Committee that was tasked with the final tweaking of the Sexual Offences Bill before it is approved in the National Assembly has finally completed its task and the subsequent report will be presented to the House.
This was confirmed by Chairperson of that Committee, Human Services and Social Security Minister, Priya Manickchand, who said that she was extremely elated that the committee has managed to complete its task.
Manickchand is the pilot of the Bill but was forced to refer it to a select committee after tabling it for the first time in 2008.
The perceived slothfulness of the work of the committee had attracted quite a few small but regular picketing exercises by several concerned entities including members of the Rights of the Child commission and Red Thread among others.
Manickchand told this newspaper that she is happy that the Bill is now closer to being implemented adding that she is going to ensure that the Bill be on the Order Paper for the next sitting of the National Assembly.
The Minister also conveyed her appreciation to all who have contributed to the birth of and gestation of the legislation both at the committee level as well as during the Stamp it out campaign.
The proposed legislation has also been recognized as the most advanced in the region by the Guyana Human Rights Association.
Consultations on the “Stamp it out” paper started in November 2007 and were held in communities throughout the country with the Ministry.
Meetings were also held with members of the legal fraternity, the Guyana Defence Force, Neighbourhood Policing Groups, Members of Parliament and students to raise the level of awareness on the prevalence of sexual violence and to garner suggestions toward amending the outdated 1894 law that does not protect victims who have been sexually violated.
