A senior source within the Guyana Elections Commission says that it is strange to hear Head of State, Bharrat Jagdeo, complain about the fact that the Guyana Elections Commission procures items through single sourcing methods. He presides over Cabinet which approves the single sourcing, the source added.
If the president is so worried about the manner in which the Commission procures items then he should do something about it, the source said.
A careful assessment of some of the suppliers may be an eye opener to onlookers according to the source, given the manner in which items are procured.
The official said that in some cases the supplier knows from upfront which items will be advertised for persons to bid to supply within a specific timeframe and as such stocks up on the material.
This is facilitated so that when the item is advertised for tender there is only one supplier who is in a position to bid and supply within the stipulated timeframe. GECOM then pays significantly more than the items cost on the world market.
According to the GECOM source this manner of procuring is done with the knowledge of officials at all levels and is not questioned, not even by the opposition parties.
The official did concede that some items sensitive to elections are single sourced with the United Nations approval but insisted that hundreds of millions of dollars are being swindled out of the commission through clearly corrupt methods.
Recently at a press briefing, President Jagdeo used the opportunity to comment on the single sourcing method of procurement of materials by the Commission.
According to Jagdeo, there is no competitive bidding when the commission uses the single sourcing method. He said that he could understand certain specific situations when that method of procurement could be used.
The President said, “We should minimise single sourcing.” He said that he was appalled at the number of requests made to Cabinet for the use of single sourcing for equipment. The administration is already concerned about the amount of money spent on elections.
