Export fees for a number of prominent logs and squares have been increased to 10 per cent effective January 1, the Guyana Forestry Commission (GFC) says.
The increase in commission is in accordance with the National Log Export Policy that became effective last year and is designed to increase the export commission rate on key species used in value-added production in the local industry in Guyana. It is also designed to stimulate more value-added activities in Guyana, and for downstream processors of logs to receive adequate supplies of materials.
According to a GFC notice in the Sunday’s edition of Kaieteur News, 27 species of logs including purpleheart, red cedar, greenheart, hububalli, silverballi, wallaba, mora and fukadi are listed for the increase in commission fees to GFC which last year attracted two per cent.
With regards to squares, purpleheart, red cedar, letterwood, locust, kabukalli, shibadan, washiba, hububalli and tonka bean being exported will also attract 10 per cent commission to the regulatory body.
According to GFC, all other species not listed in the notice will continue to attract a two per cent rate of commission up to December 31, 2011.
The National Log Export policy stipulates a differentiated scheme of export commission on log exports, based on species type. The levy scheme will extend to the export of squares (with dimensions of 20.3 cm X 20.3cm and greater) with the exclusion of greenheart. The export commission will be computed on the Free on Board (FOB) export value and only concessionaires will be allowed to export logs which must originate from concessions allocated to them.
The policy also states that differentiated regime for Export Commission by species type will encourage the utilisation of the lesser known species and will allow the export of logs of some species owing to their unique physical and mechanical properties such as high silica content which pose some difficulty in converting into lumber.
The new policy is designed to reflect a differentiated regime for the export commission by log species, and will encourage the utilisation of lesser known species of logs in Guyana’s classes two and three.
There are three parts of the policy, which will take effect from January 2009:
The first part of the Policy will raise the export commission rate to seven per cent with effect from January 2009, 10 per cent from January 2010, and 12 per cent from January 2011 up to December 2011.
